Flooding in Salem, Oregon is a rare event, but when it happens it is a major event.
In an article posted in the local newspaper the Statesman Journal on 4/10/2019 titled Willamette River reaches projected high point, begins dropping, as Salem roads, parks remain closed.
This region isn't necesarily prone to major weather events like other parts of the country but when it happens, you can bet it's all front page news.
While the Willamette Valley's beauty stretches wide with vast agricultural land, close access to beaches and sandy deserts to the East, the Willamette Valley occassionaly gets hit with minor storm events.
